Neither a decision by the International Court of Justice that the United States violated the Vienna Convention by failing to inform Mexican nationals of their Vienna Convention rights, nor the President’s memorandum directing state courts to give effect to the decision is directly enforceable federal law that preempts state limitations on the filing of successive habeas petitions.
