The plain language of Health and Safety Code section 11379, subdivision (a), which prohibits the transportation of controlled substances, includes the movement of drugs from one place to another on a bicycle. Further, the legislative history of the statute shows that the statute was intended to discourage sales and purchases, and to inhibit the use of controlled substances by making them difficult to distribute and obtain. Therefore, the Legislature may have concluded that moving narcotics from place to place increased the harm to others. Also, application of section 11379 to the use of a bicycle furthers the policies underlying the prohibition of transportation.
