Appellant was convicted of attempted manufacture of methamphetamine. The trial court concluded that the Department of Toxic Substances Control was a victim who suffered economic loss and thus appellant could be ordered to pay a restitution fine over $5000 to it under Penal Code section 1202.4, subdivision (f) for cleanup of the lab site.
