Vehicle Code section 2800.2 (evading a pursuing police officer) does not create an unconstitutional mandatory presumption that willful or wanton disregard for the safety of persons or property exists if the basic fact of three Vehicle Code violations or property damage occurred. It merely defines, in precise terms, one way in which the People may prove the element of willful or wanton disregard for the safety of persons or property.
