Summary

The court rejected an interpretation of Penal Code section 290, subdivision (f), that one who establishes a second residence does not “change” their “residence address” within the meaning of the statute’s notification requirement. Defendant had registered at one address in 1987 and a different one in 1990. He had argued that since he had returned to a registered address (the 1987 one) he had not “changed” addresses.
