The language of the Sexually Violent Predator Act (SVPA) as stated in CALJIC No. 4.19 meets the constitutional requirements of Kansas v. Crane (2002) 534 U.S. 407. A finding that a defendant qualifies as a sexually violent predator under the statute necessarily means the defendant has serious difficulty in controlling his behavior.
