Summary

A officer saw appellant driving late at night on a road lightly traveled at that hour, in a high crime area very near the border, after receiving reports that contraband was about to be moved across the border. While following defendant’s vehicle, the officer noticed it was not registered in the area, its rear bounced erratically over small bumps, and appeared raised, with its suspension modified. The vehicle slowed and speeded in such a manner as to suggest its driver was unfamiliar with the area. The facts supplied a reasonable suspicion of criminal activity to justify an investigatory stop.
