Appellant was not denied effective assistance of counsel where he rejected a plea agreement and received a more severe punishment than the sentence offered by the Government. Although the record was sufficient for a review because of the discussion which occurred at sentencing, it showed insufficient evidence that Rivera-Sanchez did not understand the terms of the plea agreement. Instead, the records showed that he declined to accept the plea agreement because of his view that the conduct did not warrant the recommended sentence.
